Also he has little to keep him warm unlike everyone else in the photo wearing winter coats. His beard may suggest that he sleeps rough and doesn't bother with his appearance. Also the cigarette gives the impression that he spends all money on cigarettes.

However his jacket is smart but not new showing he likes to make some effort. His sunglasses show that he doesn't like people to see him or know who he is so he wants to blend in.
